What does EU AI Act Article 4 require of EU organisations deploying AI systems?

“Providers and deployers of AI systems shall take measures to support the development of AI literacy of their staff and other persons dealing with the operation and use of AI systems on their behalf, taking into account their technical knowledge, experience, education and training and the context the AI systems are to be used in, and considering the persons or groups of persons on whom the AI systems are to be used.”

Are you a deployer?

Article 3(4) defines a deployer as any natural or legal person that uses an AI system under their authority, except where that use is for purely personal non-professional activity. If your organisation has procured or integrated AI tools and your staff use them as part of their work — in hiring, communications, document review, decision support, or any other operational context — your organisation is a deployer. This applies equally to public authorities and private companies across all 27 EU member states.

What “measures to support development” means in practice

The obligation is one of effort, not guaranteed outcome. Article 4 does not require you to ensure every staff member reaches a specific competence level. It requires measures proportionate to the role and the AI systems involved.

  • Identify which staff use which AI systems
  • Provide training calibrated to their specific role and the systems they use
  • Assess competence and document the result in a structured, exportable form
  • Keep training and documentation current as systems and regulatory guidance evolve

A one-hour video at onboarding, the same for all staff, is unlikely to satisfy a regulator asking for role-specific documentation for a case officer who uses an AI-assisted decision support tool.

What changed with the Digital Omnibus in July 2026

Regulation (EU) 2026/1744 came into force on 27 July 2026, amending Article 4. The deployer obligation in paragraph 1 is unchanged. Paragraph 3 is new: the EU AI Board is required to issue AI literacy recommendations based on “European competence frameworks.” DigComp 3.0 (JRC, November 2025) is the primary such framework. Organisations whose training is already mapped to DigComp 3.0 will be best positioned when those recommendations publish. National enforcement authority powers began 2 August 2026.

GDPR Article 22 adds a second layer for some AI systems

If any system your organisation deploys contributes to decisions with legal or significantly significant effects on individuals — hiring, benefits, credit assessment — GDPR Article 22 applies in parallel. The CJEU confirmed in C-634/21 (December 2023) that automated processing is “solely automated” for Article 22 purposes unless human involvement is capable of actually influencing the outcome. Staff who cannot explain what the system does or why it reached an output cannot provide the substantive oversight Article 22 requires. For these systems, AI literacy and GDPR compliance are not separate workstreams.

What evidence looks like

No official template exists yet. The EU AI Board recommendations under the amended Article 4 are expected in 2027. What is documentable now, and what regulators are likely to ask for:

A record of which staff were trained and when
Evidence that training was role-specific, not generic
A structured competence record mapped to a recognised framework
A date showing when training was last reviewed

EU AI Act Article 4 has been in force since 2 February 2025. If your organisation uses AI in any professional capacity, you are a deployer. That comes with a compliance obligation.

Generic training is not enough

The regulation requires training calibrated to each person's role and the systems they use. A one-hour video watched by all staff is unlikely to satisfy a regulator.

Regulators will ask: who was trained, what did they learn, how was competence assessed, and when was training last updated. You need a documented answer to all four.

DigComp 3.0 aligned

DigComp 3.0 (JRC, November 2025) is referenced in national AI strategies across EU member states as the measurement standard for digital and AI competence. It is the framework Article 4(3) of the EU AI Act mandates the EU AI Board to use when setting common AI literacy objectives. Every module in the Kelias curriculum is mapped to a specific DigComp area, competence, and proficiency level. When will Lithuanian-language content be available?

H1 2027. All current content is in English. The platform is built to support Lithuanian as a second language track, and translation is the next major milestone after launch.

What is the minimum contract term?

Paid plans are billed annually, minimum 10 seats. The free 30-day pilot has no commitment. If you continue after the pilot, the pilot period counts toward your first year.
